Reuniting families is something the Prime Minister says he values. Yet whether or not someone's parents and grandparents can come to Canada is all based on the luck of the draw.
Imagine, a lottery decides whether they will be reunited with their loved ones! Last year, hundreds of spots remained unfilled due to errors, and critics say the process used can easily be rigged.
